For those who have appreciated Vermont's willingness to register by mail virtually any motorcycle regardless of missing title or other challenges, there has been a major change effective June 26th of this year. Vermont will now require all out of state applicants to submit a form VN-102 OUT OF STATE REGISTRATION CERTIFICATION that certifies the applicant's home state would not require the applicant to register their vehicle in the state of their residence in order to process the Vermont application. I can only speak for California, but this state would certainly require any such vehicle located herein to be registered in California, so it will no longer be an option for us to obtain a Vermont registration. Speaking today with a representative from Vermont's DMV I was told that their DMV investigators will be reviewing all such certifications for veracity, and verifying the information with an applicant's home state prior to the issuance of any new registrations. Vermont has been under pressure from many other states to bring their very liberal policy of registering out of state vehicles in line with the rest of the nation. For the present time they will be renewing existing registrations without the certification form, it only applies to new registrations. Unfortunately it appears that this may be the end of what has for years been a simple, convenient, and inexpensive way around the problem of bikes purchased without paperwork. BUYER BEWARE!

In Tennessee all you need is the VIN number to register for a title and plate no bill of sale needed on a vehicle older than 25yrs. But I do live in Tennessee

Good to know. I was wondering when this would end. I used the VT registration like crazy. I may need to own a house in TN.

Wes, do they do a physical inspection of the bike? My 81 DT175 didn't come with a title but I did download Florida's bill of sale for motorcycles and had the previous owner fill it out. I hope that's all I'll need when the time comes.

Tony no inspection they check the VIN to see if it’s stolen from your paperwork or bill of sale

Even in California they don't do a safety inspection. All they wanted to do was make sure it wasn't stolen. I even trailered it to a CHP office where an officer came out to check the VIN, but he had no concern if any of the lights worked, or even if it ran.
