With the exception of the main FMVSS label on the steering head first required in 1970, there wasn't an "emissions label" until a few years later.
Not sure where you're located but the strictest State for emissions (California) does not require an emissions label on a motorcycle until the 1978 model year.
"The California Air Resources Board (CARB) established regulations for on highway motorcycles beginning with 1978 year models"

See section 9 of this form... Clearly states Emissions Label only applies to a motorcycle model year of 1978 or later.

Not sure where you're located but you need to look up regs in your state and/or find someone to deal with that understands the emissions label does not exist for your bike and should not be required... it's too old.
