Tanks and exhaust guard (whole exhaust?) off 1972/3 bike?

Edit - I'll re-phrase that! Pre 1972 engine in a 1972/3 frame?

I got the bike home. It is a 1973. Kinda disappointing. The guy said in the eBay ad that it had good compression. I drove 75 miles and the engine is seized tight.. He was not home. His bimbo girlfriend got him on the phone..ended up paying $200 for it.

It Is pretty clean and seems like it has low miles. The numbers match. It is very dry. Hardly any oil in it. Not very rusty. The seat has some cracks and some rust. Please let me know if you guys think this pan is salvageable or should I replace. I will gently try to remove the cylinder and see whats going on.
