Not sure what "that" you are asking about.  Neutral detent cap with spring and ball underneath is right on top of engine.  Easy to check if it's there. Without it, neutral will be hard to find. 

Actuator worm gear is under cover.

I see it now and I also noticed there is a wire attached to that hex bolt . Now, can I just remove the hex and verify it ? How easy to see the ball and the spring after the hex is removed ?

No, that is the neutral switch

As I previously described, the detent plug threads in at an angle just to the rear of the neutral switch. 

It's hard to see in your picture which is why I used a bunch of arrows to surround it.

Spring pulls right out...  probably need a magnet to pull out ball. 

It's not too common to be missing on that model but since you don't know history, it could be.  Someone else here had the same problem with neutral and theirs was missing...  actually I think spring and ball might have been in a box of parts they got with bike.

Just had a thought, to save yourself the trouble. With motor not running you can feel neutral quite positively by hand & just put it down into first--might need to move bike an inch to engage--then hand pull it up to neutral which is a half movement. It'll give a positive feel click & can then wheel it along being neutral. Don't pull it up hard or it'll go through to second. I'm outa here & off to bed--got covid yesterday despite doing everything right. Not recommending it!!. No fun at all.
