Moisture and condensation in enduro gauges

I have not experienced this before, but here are two of my gauges that have condensation on the inside of the glass.  The first one has been kept inside an unheated garage for 10 plus years.  The second one has spent the past two decades outside.  Is this normal? And will it dry out in warm, less humid weather?

try a piece of t.p. in the light holes for plugs to keep the rice out

bury in bag of dry rice-paper bag folded up to close

keep inside
