It doesn't seem that long ago that you could buy almost any key number as an NOS new key on ebay.  Not so much anymore.

There are several good locksmiths on ebay that will make you a key from the number....  usually about $10 shipped but I haven't looked for a while.

When I bought my DT175 I didn't have a key, I just removed the cylinder and took it to a locksmith who was able to make a key for me.

Found them, 25.00 each is a bit pricy. One guy has some for 7.00 but of course he doesn't have the ones I need.

Is it normal for the key for the fork lock to be different from the ignition from Yamaha?

I believe it depends on the year. My 1973 RT3 has a different lock for the forks, but my friend's 1974 DT360 uses the same key. Unfortunately my bike didn't come with the key to the fork lock and I can't find any numbers, so I'll be visiting a locksmith after I get some other things addressed.

I'm trying to remember, I think the 3-digit key numbers "might" be key blank numbers?  I think I went through that before.  Especially likely if you're getting the number off a key and not the lock. 

What bikes are the keys for?  As was said, later models originally had the steering lock keyed the same as the ignition.

Try contacting this seller on ebay or one of the others providing the same service.  You give them the bike info and code and they tell you if they can cut you a key.  Only after they confirm they can help you, you order.   Ebay key seller link

Also, I have a key machine and a ton of vintage motorcycle key blanks I got from a locksmith going out of business about 30 years ago.  If you can email me good pictures of both sides of keys and maybe measurements I can see if I have any blanks that would work.
