Sounds like the main problem starts from too much slack that you can't adjust out on the carb cap adjuster. Not sure if its a straight adjuster threaded into the carb cap or an angled one but whichever i'd either lift tha cable out of the adjuster or if it can;t be lifted out just wind the adjuster right off the thread purely to calculate how much too long the bottom inner cable is & then un-solder the nipple & move it up the calculated amount & solder it on. Sounds easy-- but only easy if you've had a bit of practice--like close to 60 years lol. I make all my own by starting with new Chinese scooter cables i saved from a skip. Good for brake & clutch. After all that, if the top cable is still too long to adjust out then might have to shorten that inner at the nipple in the junction box. Am i backing myself into a corner!!. Might be best to go & buy the right cable.

I found a solution for the above problem, may not be perfect but it worked. I had Venhill universal throttle cable kit and found a piece you would use to make a cable. Below is the picture, the spacing made it perfect. Now the carburetor cable is the correct length to operate the oil pump.
