been trying a dt1 125 to 175 carb on a 250 1969. chance of firing?

well iv been trying a smaller carb on a bigger bike.  i guess i was planning on up jetting the carb or drilling out the current jet.  been thinking of buying a vintage carb but there like 200 or so.  whats the chances of this 125-175cc carb firing?  is answer none?  or should it still fire?  maybe get the vintage carb for xmas or man theres a honda 250 carb for 22 with 48mm hole diameter i could maybe drill out to fit.  for a while i thought i had a 250 dirt bike carb on it but i looked at purchase history and its a dt1 1974-77 knock off ebay carb for 35.  or maybe its a compression problem because its real easy to kick.  my dads supose to help make a seat.  plus i gotta fit a 69 hub to a 71 rear wheel if thats possible or not because different year used a different brake torque arm and i bought the 71 wheel not knowing this.  i might have to get a whole new 69 rear wheel or most of one.  we'll see.
