John First loosen your hand grip all the way start your bike and set the idle with the carb idle screw 1200-1500 rpm then follow the instructions enclosed be sure to check the autolube cable too

The Rev Hang is a symptom of leanness in the pilot circuit .
Try setting the pilot air screw in 1/4 or 1/2 turns to richen idle mixture .
If it was lean , the revs will increase slightly after the adjustment .

Opening & closing the throttle you should feel it top out & hear it hit the bottom when shut or feel it touch down on the speed screw if you flick it & let it return by spring, if free operating.
