Yamaha call it a Valve seat Assy . Your fishe there showed the 360 option also which has
a bigger apperture . Strangely they described the 360 item as a needle valve set .
Both descriptions are accurate , but your 250 uses the 2.0 sized valve , and the 360
uses the 3.3 size valve . Hope that clears things up for you .

Yes, the shared parts lists can be very confusing.  First one with 168 prefix is the 250 part.

Not sure if you need the washer or not.  Sometimes it comes with the needle valve or if aluminum can often be reused.

Float arms parallel to float bowl gasket surface with valve closed (like yours was) is generally a good float height setting.

Sanded off the black paint PO had put on the Gauges. They are looking good but I want to get them all shined up as I believe that’s how they came. I also noticed my tach silver clamp ring is broken and I will need to redo the plate on the tach as well.

That is not a tacho off a RT3 - the only light it has is an indicator warning light.

As it has a red charge warning light, the one in your photos is more likely from one of the AT models, or maybe a CS5 or RD200.

I was wondering if that was the case because there were 4 light holes but only two lights on the bike! I thought I just be missing something since I haven’t got the electrical working yet but that makes a lot of sense. Atleast it works!

Yep, been there myself!

I'm in the UK and my US import RT2 had a tacho with a neutral light and it took me a while to suss out that it had a CT2/3 item fitted!

Of course, once you have identified exactly which model your tacho is off, you should be able to sell it on and cover some or all of the cost of a correct one.

This is the correct part. As I said in one of Jack's threads, this seller conflates some of his parts descriptions!

After a month of troubleshooting, I finally got it to run and drive! The only trouble now is that the spark plugs are fouling every day and there is black liquid (I'm assuming unburnt fuel) coming out of the exhaust where it attaches to the engine (probably because I'm still waiting for my exhausted gasket to come). Im wondering if I just need to lean our my field mixture, if my coil is bad, timing bad, I'm not really sure. It has also been in the 40's the last week here so fairly cold. Just don't want to keep buying plugs.

Any White smoke coming out of the tail pipe? While it’s running take out the lower end dipstick and see if you have exhaust pressure coming out the dipstick hole. I’ll let the experts confirm a diagnosis. Just spitballing on the possibility it’s a bad crank seal. Could be other things.
