L & R Shift shaft was created by Davo

I have a Non - Reed Valve 360 engine that has both left and right shift shaft. Is that rare? European? Any info?

No . All the Pre Reed 250's and 360's had that feature .

When my brother sold me my '69, I asked him about that. His answer was 2 reasons: first, at that point in time there were still many riders coming off of British bikes, which were all RH shift at that time. Secondly, if you wanted to race the bike in flat track, you wanted the shifter on the right. For the 250s I believe I have seen a few kits to move the rear brake lever over to the left. Don't recall if they were OEM or aftermarket.

Yes, your brother is correct...

The US laws also factor in... there was a push and eventually laws to standardize motorcycle controls on every new bike sold in the US. Once that happened, the world switched to right side brake and left side shift.

Occasionally a left side brake lever conversion kit pops up on eBay. I believe they were originally available from Yamaha through the dealers.
The hours spent riding my Enduros is not deducted from my life span.
