Jez, I believe they go on the inside of the headlight bucket with the pip facing inwards.

Here's the strap on my CT1-B, not sure if this is correct but that was how it was when I got it.

Pete has nailed it. The strap can be confusing until you realize it starts and ends on the same pin.

Now that you mention it... Something is off here... Don't those washers with the pip have a square protrusion on the back side? Do your headlight brackets have a large hole for the grommet with the square hole?
If so, you might have a non-US model... US models just had a simple bolt-sized hole in the headlight bracket.
I believe the pip on the washer was used to pin a turn signal stalk from rotating. I think same washer was used on rear of some US models to mount signals. Some non-US models had signals mounted to headlight so they probably used that washer there... but you'd need the hole for the grommet in the bracket.

Yes.
The part that you were querying sits on the inside of the headlight shell and the rubber grommet that it sits within protrudes about 1mm inside and outside the headlight shell. The shell sits between the two fork ears, now rubber mounted, and a bolt from the outside, on each side, fixes them all together - check the parts manual for the exact size and washer types.
The road bikes of that era have the indicator mount bolts going through the two holes (I think that MarkT might have mentioned this already).
Edit - a couple of photos of the ones on my RT2 are attached.

Yes, your picture showing the special washer on top of the headlight bracket threw me off...
Pete's and Alan's description of washer inside the bucket is correct.
