Could this be for a Hodaka? was created by Gr8uncleal
I see that their fender mounting bolts are vertical as opposed to horizontal. I've also seen some with the fork brace at a "funny" angle.
Distance between centres of mounting holes is 60mm and mounting holes are 8mm.
At least I know what the item is this time, just not what it fits!

Could be early Yamaha? CS1 and Yds have two bolts to hold front mudguard. Same vintage.... but smaller probably the same .

Would these have been fitted to road bikes in the US back in the day, then? In the UK, I've only seen them fitted to trail bikes/enduros which had the high mounted plastic front mudguard/fender.

Before there were trail bikes, for recreational purposes, it often was road bikes that were turned into race/off-road bikes.

YDS are 60mm between holes and CS1 45mm. The yamaha forks above at a guess look like 45mm.
