I’m installing new oil seals in the front forks if I can figure out how to remove the top retaining ring, which I believe to be #9 on the parts diagram, described as the dust seal cover. It doesn’t screw off or snap off that I can tell. There are no holes for a pin spanner. I dug out the brittle old dust seal and the snap ring and old oil seal are visible but until I get the metal dust seal cover off, I’m stuck.

A picture of what you're seeing in the fork would be very helpful and might jog my memory...  all I see at the link are parts diagram screenshots.

I will say that if it's what I think it is, a thin stamped steel "L" cross section ring, you just pry it out.  It will probably get destroyed. 

One of those two part numbers used to be a "set" that had the somewhat "short hose-like" dust seal and the L-shaped cross section retaining ring that got destroyed prying it out.  I remember ordering both part numbers once and ending up with extra parts.  I think the retaining rings came with dust seals so I had an extra set of dust seals?  Long time ago.

Hopefully you can copy and paste this photo of fork tube. 
It’s the gold colored thin ring that appears to hold everything in place. The oil seal cannot be replaced until that ring is removed.

See post  #3.  Pretty sure it just pries out and generally gets destroyed in the process.

That technique is not going to help with this one because the dust seal retainer is above the snap ring so you have to get the retainer out first. 
I have not used that technique with a fork but I have used a grease gun on a brake caliper to force out a badly stuck piston. 

Back to the original topic I remember using my slide hammer seal puller on a 1977 IT175 fork thinking the dust and oil seals were just pressed in.  When oil seal wouldn't budge, I saw the snap ring under the dust seal.

If you want good quality dust seals, you can use the dust seals off of a modern YZ85, they install right in. That's what I used on my 1980 IT175. The aftermarket seals kept leaking on me so I bought oem seals and the oem YZ85 dust seals. PRO-X sells the exact NOK seals the OEMS use, the PRO-X part number is 40.F3648DP
