Probably better to start a new thread but anyhoo...

I'd start by disconnecting the throttle cable from both the carb and oil pump. Grab those ends and put some tension on them. Twist the throttle and verify the cables feel like they're moving smoothly. While you've got the cover off I'd flick the oil pump manually, does it turn smoothly, does it return okay. Moving onto the carb with the top off and the spring out see if the slide goes up and down without crunchie feeling (from some grit in there or getting it the wrong way round.)

All good so far? Put it all back together but leave the oil pump cover off and take off the pipe between the carb and the airbox. You might want the airbox out as well as you want to peek inside the carb to see what the slide is doing. Work the throttle again and eyeball both the oil pump and slide. Hopefully all will be revealed!
