Might be normal.  Try spinning the clutch input shaft as you try shifting up and down.  They don't like to shift unless spinning.

I'm guessing you're in neutral so you'll have a long movement up & down like you show because when it bumps into the pin at the end of the long movement it only needs to move the drum a little bit to fall into first or second depending which way ya going.
Plus what Mark said, turn one shaft. Only need a little to line up the dogs, but a spin will work for sure.
