I'm just waffling without being there but would've thought with damper bolt removed the fork stantion would fall out. Parts pic doesn't show a bottom bush on the stanchion. If the Allen bolt is just revolving you'd need a special tool to lock the damper or come up with a plan. They're a bugger to keep turning when removing plus tightening. I'm totaly guessing but the washer you mention is likely just sitting there to save the seal from the screw ring so might just fall out if ya lucky. I've heard of guys hydraulicing them out. Just fill with oil then compress. Stand back she could blow---!!. Just thinking if there 'is' a bottom bush & with damper free, the bottom bush would pull the seal out by holding the lower part in the vice somehow then pull hard on the stantion topping it out with bush hard up against seal. Then again i talk rubbish sometimes lol.

I made a long tool to hold the guts in the fork from spinning when turning the allen bolt.  All apart now, just need to get the oil seal out, bit of a pain. Looking at heat, fire and possible dremel. The bottom bush is not fat enough to pull out the seal. It just came straight out.

I've seen interesting ideas on youtube. But yours is very recessed from what i saw. I've been lucky I guess over the years to just get a screwdriver & tap the top of the seal away from the edge & get it to sort of collapse inwards which gets it off the wall then hook it out. Direct heat can discolor the clear coating on the alloy if it still exists. Not sure about maybe boiling water. I wonder if a reverse jaw bearing puller hooked under the lip with a slide hammer attached. Or offset washers on a small slide hammer to get down under then swing them out under the seal lip. I'm sure you'll sort it.

Seal 1 out. Heated the top of the tube with my kitchen blow torch. Creme Catalan will never be the same again.
Then set fire to the seal.  Now for number 2.
