How can i open the Screw under the Circlip?

You remove the circllp and the shim, special tabbed drive washer, and drive gear slide off.

To get the driven gear out (worm gear visible at top in your picture), you need the special socket and it's used down inside where the cable enters the hub.

You might get lucky with a wide screwdriver or shaped flat steel just across two slots if the center doesn't protrude up above level with slots.
I wouldn't recomend expanding circlip pliers but i'd probably try it--& break the tips off.

What I did when I was a teenager and no money I used needle nose pliers that fit in the slots be sure you clean the threads really good before you try it Worked for me

My best attempt was drilling two holes spaced just right in a piece of bar stock...  then I hammered a couple of old allen wrenches that fit the slots in the nut through the holes and welded them in place.  I had to cut the allens shorter and do a lot of grinding to get wrench to clear the back plate but worked ok.  Loaned it out or lost it someplace.  Worked best to get it loose.  Then spun nut out with a punch or small screwdriver.  Too clunky to get the next "bite". 

Modified socket would be much better.

I modified a 12mm deep socket for this task. I put grease on the end of the socket, and carefully inserted it down into the (clean!) hole after removing the clip and cable. That left the impression of the 4 slots. I marked them on the side of the socket with a marker, and then ground off the in-between bit, leaving 4 tabs which with a bit of file work fit the slots in the speedo drive fitting fine. Gently eased it out with a ratchet, mine was not especially tight. Use heat if yours is.

I did the modification with a a 12mm deep socket and it worked just as it should!
